Once you already obtained a Worker Permit (green card) for the helper (please check my blog How to apply for a Work Permit for your Helper in Singapore), you need to register her in the Philippines Embassy in Singapore which is located at 20 Nassim Road, 258395 with Phone:+65 6737 3977. I decided to make this blog as when I did my research, there were mixed answers if the employer can file for it or if we really need to go through an agency. This is based on my experience.
Requirements that you need to prepare before going to the Philippine Embassy:
1. Two (2) copies of Standard Employment Contract (Original) – All pages of the contract should be signed by the employer and the worker. (Download here)
2. Two (2) copies of Undertaking of an Employer (Original). (Download here)
3. Two (2) copies of Work Permit
4. Two (2) copies of Passport
5. One (1) copy of Employer’s Employment Pass/S Pass/FIN/IC.
6. One (1) copy of the Ten Thousand Dollar Medical Insurance (MOM)
7. Seven Thousand Singapore Dollars (S$7,000.00) Performance Bond from a reputable Insurance Company (Original)
- this is an additional requirements that was not needed by MOM, only if you have a Filipina helper you need this). I purchased from NTUC for $71.69 SGD good for 26 months, you can call their hotline +65 6788 1111. they were able to send to me a soft copy of the contract 15 mins after i made the purchase as i need it urgently. (NTUC).
Steps:
1. When you reach the Gate, get a number for contract processing.
2. Go to Window 1 and wait for your number on the small lcd screen on top of the window. Submit the requirements listed above. The officer will ask what is the monthly salary of your maid, you have to make sure it is not less than 550 SGD as that is the minimum lately, if you will say less, they will ask you to make a signed letter that you will change it to 550 SGD.
3. The officer will give you a yellow paper attached to your documents that will provide a rate for the authentication of contract $42.50 SGD.
4. Go to the cashier which is located after Window 5 and pay $42.50 SGD. She will provide you a receipt attached to your documents.
5. Go back to Window 1 (no need to get a number), submit the docs and receipt, pay $17SGD for the verification of the contract.
6. The officer will then give you a small yellow paper marked "POLO Singapore" employment contract with collection date and time and name of the FDW/helper/maid.
7. Go to Window 4 for OWWA processing, ask for a form and submit it once done to the officer together with the FDW passport and IC and the small yellow paper. Pay $34 SGD for the membership.
8. Go to Window 5 and wait for the FDW name to be called, the officer will provide you the receipt of the OWWA membership which also consist of the expiry date of the FDW OWWA membership.
Your OWWA membership is now completed, total cost is $165.19 SGD including the performance bond. Total time of processing depends on people traffic but during my time, it took almost 3 hours because the officers had lunch break in between and it was holy week time so a lot of kababayans are processing. You need to remember to collect your Authenticated Contract for record purposes, normally 2-3 days after submission.
